TikTok Shop UK Plan of Action: what to include

A Plan of Action (PoA) should turn a UK TikTok Shop seller's verified record into a concise explanation of cause, completed corrective actions and preventive controls. It is not a universal template and it cannot make an unverified explanation true.

Synthetic report excerpt

Issue-specific mini report

Finding to test: For a covered quality or safety case, a proposed Plan of Action should separate verified root cause, completed corrective action and actual preventive controls.

Evidence to verify: The product-quality notice, Shop Name, enforcement ID, affected SKU, and dated records supporting each cause, completed action and control claimed.

Synthetic example only. It does not describe a customer case, establish a deadline or appeal right, or predict an outcome.

When a Plan of Action is required — and when this guide does not decide

TikTok Shop's UK guide for product quality or safety violations says a Plan of Action is mandatory for the covered appeal. It instructs sellers to use Seller Centre: Shop Health → Violation Records → View & Appeal.

That guide states a three-day window for its covered product-quality cases; related quality guidance refers to 72 hours. Do not apply either figure, or the PoA requirement, to every account, listing, intellectual-property or other enforcement. For another issue, use the route, deadline and requested material in the live notice.

Start with the notice and a verified case record

Before drafting, preserve the exact enforcement wording and build a small record of facts you can support. The PoA should identify the affected matter without adding a cause that the notice or your records cannot establish.

  • Shop Name and the enforcement or violation ID shown in Seller Centre.
  • Affected SKU, product or listing, plus the relevant notice and action dates.
  • The issue stated in the notice and the evidence that connects it to your explanation.
  • Dates and proof for each action already completed.
  • Only documents that are legible, relevant and clearly connected to the product, issue and recent date.

Keep sensitive information out unless TikTok specifically requests it through the live case process. A document that is unrelated, unreadable or unclear about the product and date does not become useful by attaching it to a PoA.

Use three evidence-based sections

The product-quality appeal guide calls for root-cause analysis, corrective actions and preventive measures. In this guide, those are organised as a verified root cause, completed corrective actions and preventive controls. Write each part as a claim that your records can substantiate.

  1. Verified root cause: state what your records show caused the affected quality or safety issue. If the cause has not been verified, say what is known and do not guess.
  2. Completed corrective actions: describe actions already taken, such as an affected inventory review, removal or correction, only if completed and documented. Include the date and relevant proof.
  3. Preventive controls: describe the control now in place and how it will be applied. Do not describe a future intention as though it has already happened.

Depending on the issue and notice, useful proof can include current certificates, test reports, inspection or audit records, supplier certificates, or screenshots of an updated product detail page. These are examples, not a universal document checklist or a promise that a certificate will resolve an appeal.

Evidence-to-claim check before submission

Read the PoA sentence by sentence. For every statement, identify the record that proves it, whether the record names the affected product or SKU, and whether the date supports the sequence you describe.

  • Does the root-cause statement distinguish verified fact from an unresolved question?
  • Does every completed action have a date and supporting record?
  • Do preventive controls describe an actual control, owner or check rather than a vague assurance?
  • Does the text match the Shop Name, Enforcement ID, SKU and live notice?
  • Have you removed claims about completed testing, removals, refunds, training or supplier changes that did not occur?

Synthetic example: structure, not wording to copy

Illustrative example only — not a seller record, template, finding or instruction to make these claims.

Shop Name: [UK shop name] · Enforcement ID: [ID shown in notice] · SKU: [affected SKU]

Verified root cause: “[Only if records establish this:] On [date], our review found [specific, evidenced condition] affecting [SKU]. Evidence: [record type and date].”

Completed corrective actions: “[Only if completed:] On [date], we [specific completed action] for [affected inventory/listing]. Evidence: [record, screenshot, report or certificate].”

Preventive controls: “[Only if now in place:] From [date], [named check or control] is applied before [relevant step], with [record or review method].”

If a bracketed fact is not true or cannot be verified, it must not be replaced with a plausible-sounding claim. The live notice determines whether a PoA and these records are appropriate for the case.

Do not borrow a PoA from a different enforcement

A product-quality PoA is not a shortcut for every rejected listing or account notice. If the notice is about a listing, first decide whether the stated defect is something to correct or whether the live ticket offers an appeal; see the UK listing-rejected guide. For an account-level action, use the live account notice and the UK account-suspension checklist.

For any issue outside the covered product quality or safety flow, do not infer a three-day deadline, mandatory PoA or specific evidence list from this page.

Questions and answers

Frequently asked questions

Is a Plan of Action required for every TikTok Shop UK appeal?

No. TikTok Shop's UK product-quality guide makes it mandatory for the product quality or safety cases it covers. For another issue, follow the live notice instead of assuming a PoA is required.

Do I have three days to submit every UK Plan of Action?

No. The three-day and 72-hour references belong to the published product-quality guidance. Other enforcement types can have different timing, so use the deadline displayed in your own notice.

Can I use a generic TikTok Shop Plan of Action template?

A generic template can encourage unsupported claims. Use a structure only to organise verified facts, completed actions and controls that are actually in place for the identified shop, enforcement and SKU.

What evidence should a product-quality PoA include?

Start with the live notice. TikTok's guide asks for the Shop Name, Enforcement ID, SKU, dated actions and proof. Current certificates, tests, inspection records, supplier documents or updated-page screenshots may be relevant only when they directly support the case.
